In order to import various electrical goods into India, importers are required to obtain CHIMS Registration. At Professional Utilities, we specialize in delivering seamless and accurate services to assist our clients in securing this registration without any hassle.

The introduction of a compulsory CHIMS (Customs Harmonized Information Management System) registration by the Directorate General of Foreign Trade (DGFT) is applicable to all importers in India dealing with various electrical goods, including Integrated Circuits and processors. The government aims to enhance the internal framework and manufacturing sector of the electrical industry by enforcing CHIMS registration. Consequently, CHIMS registration has become a vital requirement for importers. This article will provide comprehensive information on CHIMS Registration in India.

Who requires CHIMS Registration in India?

Importers in India are now required to undergo CHIMS Registration for products imported under the specified HSN Code:

  • Electronic integrated circuits: Processors and controllers, with or without combinations of memories, converters, logic circuits, amplifiers, clock and timing circuits, or other circuits – 85423100.
  • Electronic integrated circuits: Memories – 85423200.
  • Electronic integrated circuits: Amplifiers – 85423300.
  • Electronic integrated circuits: Other – 85423900.
  • Parts – 85429000.

As a result, those bringing in these products must undergo CHIMS Registration and acquire a Unique Registration Number (URN) subsequent to obtaining an Importer Exporter Code (IEC). Individuals with an existing Import Export Code, involved in the importation of the aforementioned products, may also be required to undergo IEC modification.

What happens if you lack CHIMS Registration?

Individuals without CHIMS Registration will not be able to obtain customs clearance for the shipment.

Moreover, failure to obtain CHIMS Registration in India or furnishing inaccurate information in the application will result in punitive measures, including actions under the FTDR Act, 1992.

Documents required for CHIMS Registration

These are the important documents that required to get CHIMS Registration:

  • Basic details and documents of applicants
  • Proof of Business
  • Digital Signature Certificate (e-Token)

  • RCMCs (Registration Cum Membership Certificate)

Notes:  The Online Chip Import Monitoring System (CHIMS) operates around the clock, seven days a week. Nevertheless, for the benefit of trade and importers, it is advisable to initiate registrations well in advance to reduce disruptions in the firm’s commercial activities.

Hence, it is imperative for the importer to initiate the registration process at least 60 days before the anticipated arrival date of the import consignment. The completion of registration can still occur on the same day as the importation.
